It is completely possible for a site with very few pages to score a decent PR with google. I just recently bought a domain from godaddy auction for $9 dollars that had a PR3, very few archived pages and only 6 links to the domain. The key is that the quality of those 6 links were very high thus passing on that value to the domain I purchased. It is not always about the quantity of the links coming to your site but more about the quality. I would take 6 PR3+ links over 1000 PR-unranked links any day.

Having designed a fairly successful website (which I've recently switched to a wordpress cms with some temporary (I hope) loss of pr), I have to agree with the main arguement of this posting but disagree with a key assertion: that smaller sites with fewer pages can rank as well as larger site with more pages. Internal pages do have link value and internal pages can be ranked on their own and searched on their own. A search for 1033 exchanges will bring up an internal page of my site in google search results. More internal pages pointing to a key landing page is going to help a site. Those internal pages should be of value to end users. If you're designing a site for end users in your local territory rather than for google, your internal pages will probably be unique will garner pr and will help your sites ranking in google.
